History of the Community: 


Moritz Village Townhomes were first built in the later part of the 1960’s as an apartment community, then converted to a Condo Community in the early 1970s. There are 36 units with 3 different floor plans, and feature a unique facade for each unit. This garden style community has reinvented itself again at present with new roofs in 2021, updated color schemes, and improvements throughout!

There is a pocket park at Moritz and Westview, and there is a Spark Park at Valley Oaks Elementary which is available to the public after school hours. There are 5 major parks within 9.7 miles, including Buffalo Bayou Paddling Trail, Houston Arboretum & Nature Center, and Memorial Park and Golf Course.

Transportation 


The City of Houston bus routes are accessible nearby on both Westview and on Longpoint. They will transport Riders all over Houston and to local Malls and Businesses. Other options available in Houston include Lindale Park, located just 8.6 miles away. Airports include William P. Hobby, located 22.8 miles or 37 minutes away, and Houston George Bush Intercontinental, located 24.2 miles or 33 minutes away.

Who do I call if the power goes out?

Please call Centerpoint Energy at 713-207-2222, to enquire whether there is an area-wide power outage or log on to CenterpointEnergy.com

Who do I call if I smell gas?

Please call Centerpoint Energy at 713-207-2222. If you smell gas do not use your phone or turn on or off any appliances or light switches, immediately leave the building. Once outside call 713-207-2222 to report a natural gas leak

Where is the Owner Portal?

The Owner Portal is found online at Owner.Topssoft.com/ParagonPropertyManagement/Account/Login. For your first login you MUST follow the link that was emailed to the email account that is on file with Paragon. You may call Paragon at 713-242-1285 to request a new link sent to your email, but please search your email and Spam folder prior to reaching out.

When is my Assessment due, and do I have a grace period?

Your Assessment, or HOA Dues, are due on the 1st day of every month. You have until the 15th to pay without penalty. It is the Owners responsibility to make sure that the payment is received by the end of the grace period. All payments that are received past the grace period are subject to penalties, which include late fees, interest, and admin fees. Remember that the Postal Service is much slower than in the past and may not be relied upon as guaranteed delivery, unless you specifically purchase and send your parcel with guaranteed delivery insurance, 3-day, or overnight delivery.

Can I pay by phone?

Yes, this should be your last option, but we are happy to assist you to get your payment in on time, and then to advise you on setting up your Tops AutoPay. Please call 713-242-1285 to request a payment by phone for a fee based on your payment method: $2.95 by e-check and 3% by Credit or Debit Card. If we are out of the office please leave your full name, property address, and phone number and we will call you back as soon as possible. 

How do I get a copy of my Statement, or Assessment Invoice?

Please sign on to your Owner Portal to view your payment history and to make    payments online directly through your bank to the Association bank. The Owner portal is found at Owner.Topssoft.com/ParagonPropertyManagement/Account/Login

What is the Pet Policy?

The Bylaws allow 2 pets per household. Dogs must be walked across the street and cats must remain inside. Feeding stray animals is not encouraged.

What are the Owner vs Association Responsibilities?

 Owners responsibility is from the studs in, and Association responsibility is generally from the studs out. The Owners responsibility includes all windows and doors, and the interior of the patios, including all of the gate hardware.

Who is responsible for the landscaping?

The Association has a contracted landscaper who cares for the common areas of the property. The Owners must care for their own patio areas. Plants in the patios must not touch the building, nor may they be attached to the building or the fencing.

Can I plant in the common area?

Owners may not add plants to the common area, and if they do so (with or without authorization) then the plants belong to the Association and are subject to removal or relocation, as the Board deems fitting. 

Can I place potted plants in the Common Area?

Any potted plants that are placed in the Common Area will be considered abandoned and will be considered Association Property. They may be removed or relocated as deemed appropriate by the Board of Directors. 

Who do I call to report barking dogs?

You can report barking dogs to both the Management Company at 713-242-1285 and to the City of Houston at 311 to report a nuisance. 

Who do I call for plumbing issues?

First, please make sure that the issue is not solely within your Unit, meaning that it would be the Owners responsibility. Use a plunger to clear the blockage or if unable to clear the stoppage with a plunger then call a plumber at the Owners expense. 

Who do I call for the sewer overflowing?

If the sewer outside the building is overflowing, then the issue is affecting the entire building. Please report a backed up sewer the Management Company at 713-242-1285

Does the HOA have an assigned or dedicated plumber?

The Association Plumber is Mac Mechanical, 713-864-5034.Owners are encouraged to use Mac Mechanical in view of their extensive experience with Moritz Village, but they may use another plumber who is properly licensed and insured. Proof of license and insurance for your Plumber must be submitted upon request. 

Does this area flood?

Spring Branch area itself does have occasional street flooding, depending upon the amount and length of the rain. Moritz Drive has large buried storm sewers on both sides of the street, and the street itself is designed for water runoff. Moritz Village Townhomes has not yet flooded, but this does not guarantee that it would not in the future. 

Where are my parking spaces?

There is a map in documents section of the Owner Portal.

How do I find my account number?

Your account number may be found on your monthly Statement which is in your Owner’s Portal. Your initial login to the Owner Portal must follow a link found in the email account that you have given to Paragon Property Management. If you have not given your email address to Paragon, or if you cannot find the invitation in your email, then contact Paragon at 713-242-1285. .

How much are my dues?

The dues may be found on your monthly statement. The total includes charges for your Owner electricity, Common Area electricity, the water/sewage/drainage/COH fees, and the gas, in addition to your monthly Maintenance Fee.

How often will Dues/Maintenance Fee increase?

The Maintenance Fee may increase up to 10% annually, or more by agreement of a majority of the Owners. The allocated utilities will increase as determined by CenterPoint, the City of Houston, or the contracted commercial electricity contract.

How much is the Annual Insurance?

This varies annually, and has recently ranged between $750 and $1250 annually. This expense is due in full annually on August 1st. Unpaid balances are subject to penalties. 

Where do I find the Association Insurance?

You can find Association Insurance in the Owner Portal. You should also have received a copy by mail directly from the Insurance Company. 

Who is the HOA Insurance Company?

The Association Insurance Company is Ted W. Allen and Associates. Their contact info is: 713-378-7500.

What does the Association Insurance Cover?

The Association Insurance covers ONLY the exterior, or “Envelope” of the buildings. It DOES NOT cover anything on the interior of any unit. Owners are REQUIRED to maintain their individual Owner’s Condo and Liability Insurance to cover the interior and liability for damages to adjacent units or other property damages. 

Do I still have to have my own Insurance?

Yes, all Owners are required to maintain insurance to cover the interior of the unit, even after their Mortgage is paid off. Owners must provide proof of insurance upon request. Owners must maintain liability insurance as well. 

How do I place an Archetechural Change Request?

Please see the ARC Request under Documents in the Owner’s Portal and on this website. 

To Whom do I report malfunctioning Laundry Room Equipment?

Please call the Management Company at 713-242-1285. 

When are the Board Meetings?

The board meetings are every third Tuesday of the month unless otherwise posted. Sent to the homeowners via email and also posted on the TopsOne Software.

Who is on the Board?

Board Members may change with the Board terms. Please see the list on this website and also please attend the Board Meetings to meet your HOA Representative who are serving your Community.

Where are the HOA Board Meetings held?

The Board meet at Trini Mendenhall Community Center at 1414 Wirt Rd, Houston TX 77055. 

Can I suggest improvements for the Community?

Please come to the Board Meetings to make your suggestions during the Open Session at the beginning of the Meeting. You can also contact Paragon through the Owner’s Portal, or call 713-242-1285.

Can I serve on the Board of Directors?

Open positions are announced before the Annual Meetings. Candidates may inform Paragon of their desire to serve through the Owner Portal.

How do I contest a Board denial to my ARC Request?

You may request a hearing before the Board. Please contact Paragon to place you on the Agenda for the next meeting or to request a special meeting for your hearing.

Where do I find the Community Documents?

Where do I find the Meeting Agendas and Meeting Minutes?

Where do I walk my dog?

Across the street on Moritz Drive, but NOT on grass on the Association side of the street. 

When does the dumpster get emptied?

Monday, Wednesday, and Friday. 

How do I report water leaks?

Please call the Management Company at 713-242-1285. 

Will the Assessments go up this year?

The Assessments may increase up to 10% on an annual basis or more if approved by a Quorum of the Owners.

What do I do if my neighbor is being a nuisance?

You share a common wall with your neighbors and you will hear sounds through the walls. Please be neighborly and communicate directly with your neighbor unless the nuisance is specifically mentioned in your Governing Documents as an enforceable violation. In that case, you may contact Paragon regarding your concern.

Can the Management Company give me a referral for interior Maintenance?

Yes, Paragon has experienced Maintenance Staff that can assist with interior maintenance, however this would be contracted between the Owner and Paragon Services, and would be charged to the individual Owner. 

Can we have parties outside?

The Association does not allow drinking, loitering, or parties to be conducted in the Common areas. 

Where can I dispose of large items since the Dumpers are off-limits for large waste disposal?
